Kirikagohime to Mahou Tsukai

Due to an incident, a misanthropic sorcerer, Neverheart/Nebelhaut, has to go into town. There, he discovers an abused fairy in a side-show of a traveling circus. On a whim, he "liberates" her for part of his collection. Who is this creature, and what is he going to do with her?
